Penny has been recycling in her classroom since 1971 and became chairperson of the Morris Plains Recycling Committee in 1985. Her role blossomed and she became a full-time recycling specialist in 1990. Penny has created numerous education programs and techniques such as the Glinda Garbahj character, whose family was overwhelmed by garbage and as a result became aware of the importance of recycling, as a way of encouraging and educating elementary age students about recycling and its importance.
